A remanufactured model will be a bit older, but it will have been disassembled, any worn or broken parts replaced, then the metal work will be sandblasted and repainted.
Both refurnished and remanufactured equipment will have a limited warranty and offer the opportunity to buy a used model that is as good as a new one, but that sells for much less.
Whichever option you decide upon it is essential that you test out any equipment, varying the speed and incline, and keeping it running for a while to give time for any potential problems to show up.
